New Development Helps APAH Celebrate 25th Anniversary

It seems only fitting that while celebrating its 25th year of operation, the Arlington Partnership for Affordable Housing (APAH) continues to do what it does best — help create more affordable housing opportunities. APAH’s current undertaking is the redevelopment of Carlyn Springs Apartments. This Ballston-area apartment community, built in 1963, was originally purchased and renovated by APAH in 1997. Funding for this redevelopment, renamed The Springs Apartments, comes in part from Federal Low Income Housing Tax Credits and VHDA mortgage programs.

The Springs Apartments will be a mixed-use/mixed-income development with 104 apartments in a variety of layouts that range from 395 to 971 square feet. Most apartments will be restricted to households earning less than 40%, 50% or 60% of the area median income (AMI); six apartments will be priced at market rate.

In addition, 10 of the apartments will include barrier-free features such as roll-in showers and larger turning radiuses that accommodate wheelchairs. Arlington County will provide funds to help pay for supportive services and rent subsidies for these apartment residents.

During redevelopment construction, APAH is working with current residents of Carlyn Springs to help them relocate to other housing. with the opportunity to move into the new development if they choose to do so. APAH headquarters will also be moving into the new building, which will be designed to the EarthCraft Platinum green building standard.

Along with new apartments, The Springs includes underground parking, a business center, fitness studio, bicycle storage area, tot lot, public and private courtyards and a community room for resident gatherings and supportive services.

The Springs Apartments will bring new affordable housing options to an area in which quality affordable housing is often hard to find. In addition, its proximity to multiple bus lines and the Ballston Metro station will help the area’s workforce transportation needs.
